Dead in Afghanistan: May 2007

1. The Dead in Afghanistan

U.S. numbers of military deaths in Iraq1 receive a lot of attention. Unfortunately, other deaths in Iraq do not receive their due respect.

But American public awareness of murder/death in Afghanistan is cloudy. Nor do people realise that foreign troops are as unwelcome in Afghanistan as they are in Iraq. This article is about some of those deaths in Afghanistan. Civilian deaths have recently infuriated the Afghan people. The Americans ‘pay off’ these deaths -as if money is compatible with and resolves grief.

I have not included all deaths because of the 'labels' put on to them either by the military or the media. Their mindset insist on using words like ‘Al Qaeda,’ ‘Taliban,’ ‘militants’, ‘insurgents.’ It would be more correct to use the Afghan language - the “Taliban’ refer to themselves as ‘Mujahadeen'. As in Iraq, there are many people who legally object to - are resistant to - the occupation of their country. It is unfortunate that the U.S. military does not appear to respect the death of any Afghan, whatever their label.

There are further coalition deaths which are not included. The numbers given in official tallies vary. And I have surely missed some ‘civilian’ deaths. Apologies.

Some very callous remarks have been made by the U.S. Military in both Iraq and Afghanistan. Here is a ‘comment’ made to the article (18.05):

“As for the muslims- kill 'em all and let satan sort 'em out. I don't think G_D wants anything to with them- he sent them to the pit after all.”

And who supports this war criminal attitude?

US ARMY ON IDENTIFICATION OF DECEASED PERSONNEL

A copy of the proscribed manual was obtained by Secrecy News (15.05.07) with their thanks to Entropic Memes.

Steve Aftergood writes: “The identification of deceased military and civilian personnel killed on or around the battlefield is one of the grim functions routinely
performed in wartime.

It is so grim, in fact, that the U.S. Army decided it should be shielded from public awareness.

A U.S. Army Field Manual on "Identification of Deceased Personnel" (large pdf) was not supposed to be made publicly available. The manual is not classified, nor does it impinge on personal privacy. It is rather less graphic than a typical medical school anatomy textbook. But to the Army, it is still not suitable for public consumption.

The cover page says it should be destroyed by any method that will "prevent disclosure of contents or reconstruction of the document."

"This [manual] begins with discussions of basic gross human anatomy, antemortem and perimortem trauma, human osteology, and dental anatomy and morphology. These chapters provide the mortuary affairs specialist with the basic knowledge to proficiently assist human identification experts (such as the forensic pathologist, medical examiner, forensic odontologist, and forensic anthropologist) with identifying human remains.”

U.S. paid nearly $31 million in condolence payments to Iraqis, Afghanis
06.01.07. McClatchy. The report, released Thursday, is the most detailed public study of compensation payments in the two wars. It found, for example, that the Defense Department paid $26 million to settle 21,450 claims, or an average of $1,212 per claim. … But the department doesn't indicate how many of those payments went for killed civilians, injured civilians or for property damage. U.S. officials have never released statistics on how many civilians have been killed by U.S. troops.

In the raid, they killed six civilians, including two women and a girl of 13, according to witnesses. … Generally, there tend to be more airstrikes in Afghanistan than in the war in Iraq. …

16.05.07. Afghan President Hamid Karzai met villagers in a remote valley where dozens of civilians were killed in US-led raids last month and said he had told foreign forces to take more care.

Conway Condemns Afghanistan Apology
18.05.07. military.com. The top Marine Corps officer took issue Thursday with statements made by Army commanders in Afghanistan that appeared to find fault with Corps special operations troops involved in a friendly-fire incident March 4.
"I would just as soon that no one - in any chain of command - apologize or talk about 'terrible, terrible mistakes' or those types of wrong doings," Conway said. "I think he was premature to apologize." The overall Army spec ops commander in the Middle East, Maj. Gen. Francis Kearney, kicked the first-to-deploy Marine Forces Special Operations Company out of Afghanistan a few weeks after the incident in Nangahar province, initiating an investigation of the unit's reaction to a roadside bomb ambush that ultimately left 12 civilians dead. The unprecedented move sent the newly-formed Marine spec ops community into crisis mode, with the Camp Lejeune, N.C.-based command recalling six members of the unit back to headquarters and relieving the company commander and his senior enlisted advisor of their jobs. … Kearney deemed the initial evidence compelling enough to launch a Naval Criminal Investigative Service inquiry.

Afghanistan: UN to track civilian casualties more closely.

The increasing number of civilian causalities in the armed conflict in Afghanistan has prompted the UN to set up a database of information on non-combatants affected by the insurgency. In the first four months of 2007 alone, up to 380 civilians were killed in military operations by all sides in Afghanistan, the UN Assistance Mission for Afghanistan (UNAMA) said.

Afghans dispute U.S. version of raid casualties.
30.05.07. Noor Rahman, Altertnet. The U.S. military said coalition and Afghan troops killed six Taliban and arrested four in eastern Afghanistan on Wednesday, though a provincial official and residents said the casualties were villagers.

According to a coalition statement there were no coalition or civilian casualties suffered during a firefight that erupted in an operation in the mountains of Nangarhar province. The statement did not mention the location in Nangarhar, but Dadak Zalmai, the chief of Khogiani district, said there was a pre-dawn raid on a house in his district.

"The troops killed three civilians and took four with them," Zalmai said. … Several residents said seven civilians, including women and children, were killed and eight wounded in the raid. … More than 1,300 civilians have been killed by violence in the past 16 months in Afghanistan, the bloodiest period in the insurgency since the Taliban's ouster in late 2001. … The [Taliban's] elusive leader, Mullah Mohammad Omar, on Wednesday demanded formation of an independent panel of Afghans, the Red Cross and journalists to investigate civilian deaths.

NATO Looking Into Civilian Death Reports

A massacre in Afghanistan

In what must surely be labeled a massacre, some 50-80 civilians were killed in a string of small villages including Sarwan Qala and Sra Ghar. An occupation force convoy was attacked in the afternoon of May 8th. Later U.S. Special Forces called-in close in support. US/NATO war planes then bombed houses where they believed Taliban were hiding. Even the puppet governor of Helmand! Province, Assadullh Wafa, admitted that 21 civilians had died in the bombing (a figure widely cited by the Associated Press which routinely and uncritically publishes accounts by the U.S. military and the Kabul client regime). Others put the deaths much higher. A resident of the bombed area, Mohammad Asif, said five homes in the village of Soro were bombed, killing 38 and injuring more than 20. "Foreign troops are killing Afghans every day, but our government has closed its eyes and does not see our casualties," local resident Haji Ibrahim said. Residents disputed that Taliban fighters were involved. "There were no Taliban in our area," Mohammad Rahim, a resident of Sangin, told Reuters by phone, adding he had seen 24 bodies in three houses. Iraq: Green Zone Blowback: Index Timeline

Buddhist philosophy called it Kharma . Chalmers Johnson1 wrote a book, Blowback: The Costs and Consequences of American Empire. The term, ‘Blowback,’ was “originally coined by the CIA to describe the unintended consequences of American policies.”

The Green Zone in Iraq is a perfect example of this ‘blowback.’ While the policies were ‘unintended’, they were certainly foreseeable.

Parsons was contracted to build “T Walls” in 11.04. In the summer of 2005, a Kuwaiti firm was ‘awarded’ the $592m contract for the new US embassy in Baghdad, to be completed by 2007. Built to withstand attack, this Ozymandius on the Tigris, composed of a cluster of 21 buildings, will have “a gym, swimming pool, barber and beauty shops, a food court and a commissary. In addition to the main embassy buildings, there will be a large-scale US Marine barracks, a school, locker rooms, a warehouse, a vehicle maintenance garage, and six apartment buildings with a total of 619 one-bedroom units. Water, electricity and sewage treatment plants will all be independent from Baghdad's city utilities. The total site will be two-thirds the area of the National Mall in Washington, DC.” It will be the largest US embassy in the world. For that reason, I have included this US Embassy in Baghdad amongst US Bases in Iraq.

The book tells a tale of hopes squandered in the name of politicization and privatization: key jobs in Baghdad's Green Zone were assigned on the basis of loyalty rather than know-how, while key functions were outsourced to private contractors.

US government regulations dictated that everything, even the water in which hot dogs were boiled, be shipped in from approved suppliers in other nations. Milk and bread were trucked in from Kuwait, as were tinned peas and carrots. The breakfast cereal was flown in from the US. When the Americans arrived, the engineers assigned to transform Saddam's palace into the seat of the American occupation chose a marble-floored conference room the size of a gymnasium to serve as the mess hall. Halliburton, the defence contractor hired to run the palace, brought in dozens of tables, hundreds of stacking chairs and a score of glass-covered buffets. Seven days a week, the Americans ate under Saddam's crystal chandeliers. .. A mural of the World Trade Centre adorned one of the entrances. The twin towers were framed within the outstretched wings of a bald eagle. Each branch of the US military - the army, air force, marines and navy - had its seal on a different corner of the mural. In the middle were the logos of the New York City police and fire departments, and on top of the towers were the words, "Thank God for the coalition forces & freedom fighters at home and abroad." At another of the three entrances was a bulletin board with posted notices, including those that (final para) read "The atmosphere was thick with sexual tension. At the bar, there were usually 10 men to every woman. With tours of duty that sometimes stretched to six months without a home leave, some with wedding rings began to refer to themselves as "operationally single."

How Much Embassy Is Too Much?

Iraq Parliament Bomber Kills 8, Including Lawmakers (Update1)
12.04.07. Bloomberg. A suicide bomber killed eight people in Iraq's Parliament building, including at least two lawmakers, after penetrating the security of Baghdad's fortified Green Zone. Two more bombs have since been found in a nearby building, Sky News reported. The bomber exploded a device in a cafeteria where members of the 275-member Council of Representatives were eating lunch, state television said. One of the lawmakers killed was Mohammed Awad of the Sunni Muslim National Dialogue Front, Al Jazeera reported. In addition to the eight deaths, 23 people were hurt, U.S. Major General William Caldwell said in a statement, without giving details. The statement was read over the phone by a spokeswoman. . The Green Zone is protected by U.S. forces and private contractors. The area is surrounded by high concrete blast walls and all entry points are staffed by security guards.

Furthermore, the Guardian headline (23.05.07), Bush may turn to UN in search for Iraq solution is not only disingenuous but downright dangerous for us all. The United States would then not only have power over its own military but that of NATO and the UN as well. I.E. WORLD MILITARY MIGHT. Clever way keep wars on an infinite boil whilst ensuring corporate profit.

The scheme, outlined in a now-sealed court document obtained by The Associated Press, allegedly involved First Kuwaiti General Trading & Contracting and a manager for Kellogg Brown & Root Inc. or KBR , a firm hired to handle logistics for the military in Iraq and Afghanistan. The document summarizes grand jury testimony from the former KBR manager, Anthony J. Martin, who pleaded guilty in July to taking kickbacks in 2003.

Why diplomats won't go to Iraq
02.11.07. Time. ... The most demoralizing aspect of the violence may not be the physical risk, but rather the isolation and sense of futility the violence engenders. Most diplomats leave the Green Zone only rarely, and never simply to socialize with ordinary Iraqis or explore the city. Traveling around Baghdad for the fun of it always carried some risk for Americans, but it was at least possible in 2003 and into 2004. Now the idea is outlandish. State Department employees travel under heavy guard, which only serves to further isolate them from the populace. Its massive new embassy complex — set to open in a few months — comes equipped with hundreds of bomb-resistant apartments for its staff, a ventilation system designed to minimize the impact of a chemical weapons attack, and other safeguards more appropriate for a high-tech fortress than a center of diplomacy. But Americans don't join the Foreign Service to hunker down in a bomb-proof bunker, cut off not only from their own families but also from the people and the culture of their host country.

Most discouraging of all, the danger and discomfort do not seem to be in service of a successful strategy. Croddy, the veteran diplomat, implied that the shortage of volunteers was a function of diplomats not believing in the American mission in Iraq. It's a fair point. Violence has dropped in recent months, but there has been little substantive progress on key issues from disarming Shi'ite militias to deciding how to distribute the nation's oil revenue. As the Bush Administration ratchets up its rhetoric against Iran it is American diplomats who must deal personally with Shi'ite politicians, who have closer ties to Tehran than to Washington.

VOI quotes the US spokesman to the effect three employees of the US embassy were wounded, without other details. The VOI English-language account gives that much information. Its Arabic-language version adds something else too: One of the witnesses said one of the shells landed on Building 17 in the April 28 complex, which is located in front of the Iraqi Foreign Ministry, killing one civilian and wounding four others. At a press conference on Wednesday evening a US General explained the concept behind what has been going on in the last few days, and VOI leads its account of his remarks this way: The official spokesman for the American forces said Wednesday that the military operations that have been going on in the provinces of Baghdad and Basra are not a war being waged by the Iraqi government against the Sadrist movement's Mahdi Army, nor is it a war between America and Iran. Rather, this is a completely Iraqi initiative, with the Prime Minister making the decisions, to put an end to the outlaws who are hiding behind the cover of religion and politics.

If we recall that yesterday Petraeus said Iran was behind the shelling of the Green Zone, we can see that today's is a much more nuanced message.

"We wake and sleep everyday scared that any time a rocket might fall over our heads," an employee in a foreign embassy told IslamOnline.net, asking not to be named.

More remarks on the depopulation of the Green Zone

The lead editorial in AlQuds alArabi this morning lists a number of reasons why Bush's "good-news honeymoon" in Iraq is ending, including the sudden increase in deaths in the statistics for the month of March, the failure of Maliki to weaken the Sadrists, and what the editorialist calls the danger of a split in the Sadrist ranks, with one group devoting itself to combating the occupation forces. Then the editorialist says this: But the most important phenomenon, which overshadows most of the other developments in Iraq, is the exposure of the Green Zone, the most secure location in Iraq, to daily rocket bombardments, something that has motivated many diplomats and journalists and parliamentarians who went there seeking safety, to flee from the Green Zone to outside of Iraq, following the fall of a large number of injured persons in this attack. Note that this is a little different from the news reports in AlArab and AlQuds AlArabi itself, which talked about moving to safer locations within Iraq (the AlQuds news report referred to moves by American Embassy people to the big American base at the Baghdad Airport), not moving out of the country altogether.

Our Forgotten Shame in the Green Zone
